运行下载的网站末班报错

从网上下了一个网站的模板，在本机运行了下，出现这个错误：

( ! ) Fatal error: Call to undefined function get_header() in C:\wamp\www\zenith\index.php on line 17

index。php的第17行是：
get_header(); // Loads the header.php template. ?>

这是为什么？

get_headers() 

还是报错：
( ! ) Parse error: syntax error, unexpected '
但是前面的代码没问题啊：

将17 行附件的代码贴出来

第17行是getheaders

get_headers(); // Loads the header.php template. ?> 
这种把注释删掉，否则后面的?>的也被注释掉了，或者就把?>放在下面一行。

知道了，网上下的模板，怎么这么多低级错误啊

现在还是这个报错，
